Who pays the most taxes?

The Heritage Foundation has come up with a chart that can be instructional for those who say ‘raise taxes on the rich’.

Top earners are the target for new tax increases, but the U.S. tax system is already highly progressive. The top 1 percent of income earners paid 38 percent of all federal income taxes in 2008, while the bottom 50 percent paid only 3 percent. Forty-nine percent of U.S. households paid no federal income tax at all.

The charts in this book are based primarily on data available as of March 2011 from the Office of Management and Budget (OMB) and the Congressional Budget Office (CBO).

Be sure to roll your mouse over sections of the graph— It shows the percentages of each income group for each year. Note how the top 1% paid 18% in 1980, and now pay 38%. The bottom 50% paid 7% in 1980 and now pay 2.7%.
